OKH designed a small army group for the mission – Heeres Gruppe Asien (Army Group Asia), consisting of 1st Panzer Group and 6th Army. Overall command was given to Field Marshal Erwin Rommel in the wake of his stunning actions in Egypt that culminated in seizure of the Suez Canal.

The 1st Panzer Group’s headquarters under General Ewald von Kleist had originally been designed to command the spearhead divisions in the campaign against Greece. After the development of Directive 39, the several additional units were assigned to the panzer group and thus slotted to participate in the desert campaign. Specifically, Reichsführer SS Heinrich Himmler had insisted on a larger role for his new, motorised Waffen-SS formations. Reichsmarschall Herman Goering had been right behind to also demand a place for his namesake panzer regiment.
